      Description

      Prerequisite checks and docker setup fail sometimes due to variations in the host OS/version, or for other reasons. This task addresses the current known issues:

      • Should use "apt-get purge" instead of "apt-get remove" to ensure that config files that remain don't confuse later reinstall logic into thinking that the packages are already installed
      • use a more reliable / cross-platform method of determining the primary IP address
      • for Ubuntu 18.04, install docker.io instead of docker-ce since docker version in docker-ce (18.04 packages) is not compatible with kubernetes at this time
      • use more reliable way of using dpkg to check for pre-installed packages
      • add variant to docker-service setup check, which was preventing docker API from getting started
